trying to change the password via user->setup fails in trunk / 4.4beta3
FlashMessage states "password changed" but it is not.
(issue imported from #M14600)

Just is an result of an miss-configuration, it's not a nice behavoiur since no fallback is used, but it's not considered to be bug
