Description
Navigation-Frames that are defined in sub-modules by $MCONF['navFrameScript']='scriptname' don't get rendered. Only the $MCONF['navFrameScript'] variable from the mainmodule is processed.
While making a patch, I'm not sure about the desired default behavior of the navframe rendering. Should the mainmodule navframe take precedence over the submodule navframe, or not?

The submodule navgation takes presedence, because it's the most specific. The parameter will be applied for both variants.
