Can not create or edit BE users

Trying to create a BE user results in the following error...
PHP Catchable Fatal Error: Argument 2 passed to t3lib_iconWorks::mapRecordOverlayToSpriteIconName() must be an array, null given, called in /usr/local/lib/php/typo3_src-4.4.4/t3lib/class.t3lib_iconworks.php on line 740 and defined in /usr/local/lib/php/typo3_src-4.4.4/t3lib/class.t3lib_iconworks.php line 854
Existing users with admin status can be edited. But attempting to edit a non-admin BE user generates the same error. Changing an admin user to non-admin results in the same error.
I am seeing this error in several sites. But I have other sites running off the same typo3_src-4.4.4 where BE users can be managed without problem.
INSTALL tool shows no db updates are required.

Issue is related to tt_news. Completely deinstalling tt_news and reinistalling solves problem.
