Can't delete extensions from server via Extension Manager

Description

In the current 4.5btea1 it's not possible to delete extensions from the server via the Extension Manager.

It always shows a page with a link to delete the extension when you click the link to delete the extension.

The extension itself is actually not deleted.

- Go to the EM
- Select an extenison
- Select "Backup/Delete"
- Click the link "DELETE EXTENSION FROM SERVER (in the '' location 'typo3conf/ext/..."

- I checked permission etc. it should be possible for the webserver to delete the files.
- I tested this only in 4.5beta1
(issue imported from #M16460)
