Link wizard: Allow for user-defined option list when chosing to open a new window

Description

Since the options for the select boxes that can be used to define the size of a popup window (see attached pic) are hardcoded in class.browse_links.php (line 1569) it is impossible to define custom sizes.

Maybe make the options editable via TSconfig?

For example this would come in handy when linking to an .swf and opening it in a popup window. By default (I tested this in Chrome and Firefox) an .swf file will be resized to the browser's window size and thus type of tutorial videos may become illegible. That's why in some cases you really need to define custom popup sizes.

I think we can agree that popup windows are an outdated technique.
