when i use page.includeCSS my css-files are included this way:

<link rel="stylesheet" type="text/css" href="fileadmin/templates/css/global.css?1303654897" media="all" />

googles page speed tool advices me to...

Remove query strings from static resources

Resources with a "?" in the URL are not cached by some proxy caching servers. Remove the query string and encode the parameters into the URL for the following resources:

at http://preview.typo3.org/ css-files are included this way:

<link rel="stylesheet" type="text/css" href="typo3conf/ext/t3org_template/css/main.1303548430.css" media="all" />

it would be great if this could be done via page.includeCSS in the near future. thanks.

This is already possible. Please have a look at the Install Tool option [FE][versionNumberInFilename] at the "All Configuration" section.
