closedMarker ##SHORTCUT## not removed from filemodule when disabling bookmarks

Description
After disabling "bookmarks" with "options.enableBookmarks = 0" in User TSconfig, the marker "###SHORTCUT###" is displayed in file view.
Steps to reproduce:
1) Add "options.enableBookmarks = 0" to the User TSconfig.
2) Go to the file module.
3) Edit any file.
4) Observe the "###SHORTCUT### marker in the top right (where otherwise the "add bookmark" icon would reside).
