Description
A BE User have access to over 20 Websites in one Typo3 System. But after uploading a PDF via the Filelist, the BE User see only 6 Websites.
This Problem occured on two BE Users.

I guess this occurred after upgrading to 4.5.15?
Then the problem most probably does not have to do with the file upload, instead it's the bug http://forge.typo3.org/issues/36238
Try the database-compare (BE-User->uc is mediumtext now), patch Ext.ux.state.TreePanel.js and clear the temporary data for these users in "User Tools"->"User settings"->"Clear temporary data".
