Using simulate static documents and
[FE][pageNotFound_handling] = USER_FUNCTION:error.php:user_pagenotfound
the function is not called when a page is called that is still hidden or not existing in the frontend. The settings is ignored and the next page up the pagetree (default for the pageNotFound_handling) is called.
e.g. calling
/wasistlos.123.0.html
where page with uid 123 is not existing or hidden, calls the page below

The other settings like "1" for an error message or directly stating a file do not work either

This is not core related since simulateStaticDocuments is not part of the core for a couple of years now.
All handling and lookup methods are part of that extension.
