BE panels drag-resize not working

Description

Resizing the modules and pagetree panels in the BE is almost impossible. "ew-resize" cursor appears, but nothing is grab-able.

Bug is particularly present in IE (9 and 10), somewhat present in Firefox and Safari, and not present in Chrome.

I have performed a test on both the demo sites (6.2: http://demo.typo3.org/cms62/typo3 and 7.1: http://cms-next.demo.typo3.org/typo3) with the following browsers:

Mac OS X Yosemite:
Firefox 38.0.1
Chrome 43.0.2357.81
Safari 8.0.6 (10600.6.3)

Windows 7:
Chrome 43.0.2357.81
Firefox 38.0.5
IE 10.0.9200.17357
IE 9.0.8112.16421

and I have never experienced the issue described, so I will close this.
