viewpage usability optimization

Description
Previewing a page with viewpage module shows the admin panel.
But it is possible to close the panel and afterwards it could
happen that there is no admin panel anymore (restricted pages).
for default users it is difficult to use the viewpage again
by resetting user config or open the panel in a new preview.
by clicking on the viewpage module the panel should always be open.

Is it still relevant in version 7.6.x or 8.7.x (latest master) ?
