closedHidden categories remain visible in category tree

Description
When a system category is hidden, it remains visible and selectable in the category tree. It should be left out, since it is set to 'hidden'.

Problem with not showing hidden categories in the category tree has the site effect that when a record with a category tree field is saved, after a category it set to hidden, the relation is removed.
But hiding a category is not the same as removing a category.
We could at the hidden categories as a hidden field to preserve the relaturelation with the category, but then there is no way to remove the relationship with a hidden category.
You could change the tca of the category field to not show hidden categories, but then you would run into the problem as described above.
If you do not want the category in the tree anymore you should delete the category.
An UX improved could be to show an category icon with the hidden overlay.

That would indeed be a problem. But how does this work for editors who have access to just a part of the category tree? They might not see all categories that the record has a relation with, but they can save the record without removing the relations - or not?
The hidden overlay on the icon would already be a big improvement!

If I remember correct non visible parts of the category tree are past by hidden fields or something similar.
