Add media URL button relies on direct upload permission

Description

In the media CE (for example textmedia) three buttons can be displayed for providing media files to the CE. Those are Add media file, Select & upload file and Add media URL.
The second and third are only shown, if the BE user setting File upload directly in Doc-module is activated.
For the third button I consider this a wrong assumption. External URLs must not rely on such a permission.

Users can create the external media URL files in element browser like any other file. So my conclusion was wrong, the issue is rejected.

So allowing to "upload" youtube videos is only possible when allowing to fast upload files as well? That's exactly what I want my users not to do since the lack of having to think about where to exactly put the file in the fileadmin. What a bummer ;-(
