Description
Since TYPO3-Version 7.6.5 there is a bug in the translation function.

Steps to reproduce:
  1. Open a TYPO3 Project with multiple Languages
  2. Login with a non-admin user
  3. Add a new blank Page
  4. Add a alternative Page Language on this Page
  5. Add a test record in the default language
  6. Translate the test record (Translate, not Copy)
  7. Add a second test record in the default language
  8. Try to translate the second test record

Expected result:
The missing records are translated.

Actual result:
The translation wizard is loading endless in Step 2 and the missing records aren't translated.

I have this error (or a very similar) still in TYPO3 7.6.10
On some pages i can create translations, and on some i can not.
The installation is only 2 months old. The pages have all the same configuration.
The translations can be created if i use the language drop down in the preferences of the element.
On some pages i can translate to language A, but not to language B
