I have installed TYPO3 manually on a 1&1 Webspace. There I have activated OPCache and the phpinfo tells me, that it is activated and when I look in the folder where it is cached, it works.
But when I look in the install tool of TYPO3, it tells me, that it is not activated.

It's no Bug of Typo3.
Use this help for the opcode cache.
Every Subfolder has to be it's own php.ini file.
