Provide a mount point service

Description
Frontend routing is done by the template service, which only should be be responsible to load TypoScript templates. The main reason is findig mount points. Finding mount points is used both by the loading of TypoScript templates, as well as by routing.
Provide mount points as a service to be able to decouple routing and loading of TypoScript templates.
