Missing application paths running from CLI

Description
Current setup:
- solr + solrfal on Windows System
- solrfal scheduler task
- java is executable due to global PATH configuration
What works:
- running the scheduler task within scheduler module
What fails:
- running the scheduler tasks from command line fails with message "Could not find Java"
