Check for php extension fileinfo during install

Description

TYPO3 does not check for php extension fileinfo during install, which is mandatory to ensure correct image-handling and leads to severe issues with image resizing when missing. Unfortunately, the system does not show a warning, when the extension is missing. Please consider adding this to the system-checks.

Issue occured on a TYPO3 v7.6.23 on Suse Enterprise 12.

Hi, thanks for the report. fileinfo is not a required extension. It is a suggestion from us to use it.
In version 8.7 and later we have a warning in the Install Tool to suggest installing it.

Version 7.6 is in high priority bugfix mode and security fixes only, so I reject this ticket. It is solved for later versions and won't be added in 7.6 anymore.
