Wrong PHPDoc for ExtensionManagementUtility::addPageTSConfig()

Description
With the change of #78384 the ext_tables.php isn't always loaded anymore in the FE.
So all calls to ExtensionManagementUtility::addPageTSConfig() in there are ignored when not loggedin into the backend.
side note
We run into this issue because the LinkHandler depends on some PageTS. But as we registered our default PageTS from our site package in ext_tables.php the linkhandler only worked when loggedin into the backend.
