SiteLanguage should respect in frontend localization

Description
If typoscript configuration ist empty (config.language and/or config.languuage_alt) content is loaded in correct language set in SiteLanguage (my default is german), but other the e.g TranslateViewHelper and the ext:form -> TranslationService only output 'default' (english).
