Either I am missing some passage, or I can't reproduce this issue on 9.5.8 and 10.0.0-dev

these are the steps I followed

1) create a page "TestA" and create a "Text" content element inside
2) put some text in the CKEditor, and link a word to another page "TestB"
3) link the `header_link` to a third page "TestC"
4) Save the page

Results

TYPO3 9.5.8

- the `header_link` field is filled with the value selected
- when you preview "TestA" and click on the link in the text, it goes to "TestB"

TYPO3 10.0.0-dev

- As far as I can see, it is not possible to save a `header_link` field while keeping `header` empty: the `header_link` value is not saved.
- when you preview "TestA" and click on the link in the text, it goes to "TestB"

Am I missing something? May I ask you to include a step-by-step guide on how to reproduce your problem, including a "expected result/ current result" section? Thank you!
