Not able to change clipboard mode

Description
It is not possible to change the clipboard-mode in List-module to "copy elements". It always falls back to "move elements" after frame-reload.
Observed behaviour/bug in following TYPO3 versions:
- 9.5.11
- 6.2.46
- 8.7.28
- 7.6.23

I debugged this thing. you are able to change the clipboard mode ONLY if there are already elements/items in the clipboard. this is cumbersome maybe was made intentionally.
