If you add a new languages in the sitepack and choose a base without trailing slash at the end like 'base: /de' all works fine. Except the generation of canonical url it is '.../de/'. Subpages like '/de/test' are working well.

As all links are generated with a trailing slash, this is not a typical issue for the canonical link. So this is a duplicate of #90151 . I will close this issue.
