module access does not show full group name

Description
v9.5.20
The listing shows Owner, Group, Everybody and truncates the group names on 9 characters. That hinders the reception of the rights configuration. There should be enough space to show the full group name.

On version 11, if I am not wrong it seems that
- the owner name gets truncated after 20 characters
- the group name gets truncated after 17 characters
It is true that clicking on both, the dropdown shows the full user/group name.

The point still exists within v10. Backend user group names are limited in length at creation time. In "access" backend module they are still croped. Rendering the access listing useless for certain situations, where the access is given by group membership and the croping swallows the necessary information for longer group names.

well, in v11 everything is different.. and fixed.
