The reasoning for this change: When set via userTSconfig, users + groups are already applied during the reqeust, then the UserTS is parsed and then lockToIP will apply, which allows the user/group to be in a "mixed" state without having the settings applied. We recommend using a custom extension if such a requirement is needed, however for the sake of streamlining the application, this feature was removed.
