Invalid database value in TCA Select field not selected

Description
Howto reproduce:
1. fill database select field (for example:) backend_layout in pages table with an invalid value.
2. edit the page
I expect to see "Invalid value" in this the field (Good)
I see the fields empty default value. This is not good, because an editor does not that there is an issue. Even if the database value is invalid it should be selected.
The behaviour is present in 9.5 .. dev-master
