Optimize typo3 setup command

Description
With #99341 "./bin/typo3 backend:user:create" was added.
The users password handling there has a special handling (question enforced if empty)
and additional warning regarding password security risks when passed in via option/variable.
This should also be applied to the "./bin/typo3 setup" command.
