After a fresh installations both extensions @css_styled_content@ *AND* @fluid_styled_content@ are installed.
For the following reasons, this is a bad default setup:
1) The new content element wizard displays all content elements from both extensions
2) It is now possible to create unsupported content elements, like an image element which is not supported bei @fluid_styled_content@
3) There is an dependency between both extensions, which must be cleaned up, see issue #73554
