Implement Password Policy check in install tool (new user creation)
Ideas:
* For FIRST_INSTALL admin user creations, add a checkbox to override the password policy check, May be suitable for users installing TYPO3 locally the first time.
* For Admin User creation in maintenance module password policy should be enforced (no override possible)
