Allow subdirectories for form definitions

Description
Currently there is a undefined behaviour of allowing subdirectories for form definition of EXT:form.
If form definitions are saved in a subdirectory, those forms are loaded in the list view of the backend but editing does not work because of an exception.
sub dirs should also be allowed.
