If you have a csp.yaml file in config/sites/xxx/ as recommended in the documentation (https://docs.typo3.org/m/typo3/reference-coreapi/main/en-us/ApiOverview/ContentSecurityPolicy/Index.html#site-specific-frontend) and you save a site configuration in the site backend module, then the CSP-Rules are written into the config.yaml file.
