Add empty alt tag to avatar image

Description
The avatar image shown in the user settings form and the backend topbar upper right corner doesn't have any alt attribute set.
Since the avatar picture doesn't add value to persons with visual disabilities there should be an empty alt tag so that screenreaders know, that the img tag has no relevance.
