Redefine CI pipeline execution

Description
With #102779 the support for PHP 8.1 has been
dropped and GitLab workflow jobs simply raised.
In general it is tried to have a good mix between
supported database versions and PHP versions. As
a rule of thumb, we have a good mix against the
composer.lock file and run composer min/max jobs
in the nightly while trying to cover all database
vendors and have a good min/max dbms LTS version
mix - albeit not even nearly having all possible
matrix mutations in place.
