Referencing an image in the page social media area for open graph or twitter cards will not transport the translated alt-tag to the rich data html output.
In fileadmin for in this case English there is an English alt-tag set for the image but the html output is like this:
<meta property="og:image:alt" content="[Translate to English:] " />

I couldn't reproduce this in current version. as [Translate to English:]
is in your HTML, the automated generated alt text is used - are you really sure that you edited the alternative text of the translation?
