Link to exception documentation leads to 404

Description
When an exception arises, a link to the documentation about the exception is rendered. However, the URL https://typo3.org/go/exception/CMS/ is used, which leads to a 404 page.

This only happens for new exception codes on branches not included in a
release (yet). Exception codes contained in in a release should work.
We could consider to scan branches also for the exception code extraction
and page creation so it will be there at least with a minor delay in the
corresponding repository.
In the past a application got that request creating a page on the fly.
So, literally there is no need to replace that url right now, but could
considered in the long term. Should be coordinated anyway.

Original redirects are functional again.
