No possible to remove softhyphen CKEditor toolbar item

Description
It is currently not possible to remove the softhyphen (aka whitspace) plugin in CKEditor. When a CKEditor configuration by intention does not include the softhyphen toolbar item, the item is automatically added in CKEditor5Migrator.
