Add command to generate fluid schema files

Description
Based on the recent changes in Fluid standalone, a TYPO3-specific CLI command should be created to generate xsd schema files for all available ViewHelpers in a composer-based TYPO3 project. The CLI command needs to take care of merging PHP namespaces into one XML namespace if they are defined in $TYPO3_CONF_VARS['SYS']['fluid']['namespaces']. The new API of Fluid Standalone has already taken that use case into account. The resulting xsd files will be written to var/transient/ and thus will be excluded from versioning systems by default.
