A link with a missing href-tag is not focusable by keyboard:
<a class="btn btn-primary" data-dispatch-action="…">{LABEL}</a>
Use button-markup instead:
<button type="button" class="btn btn-primary" data-dispatch-action="…">{LABEL}</button>
The use of href="#" to make the link focusable is discouraged.
