With foundation prepared in #104672
We should add ability to create a preset directly from UI to speed up & make easier for users to create permission presets.
Backend user group UI should provide a possibility to create new preset (define name & format if system detects more than one preset provider),
and store via providers in target format (default YAML files provided by TYPO3 core).
