Cannot debug Reaction payload format errors

Description

Given a Reaction is called with an malformed payload (not/invalid JSON data), the error is silently ignored and an empty array passed to the Reaction.

This makes it impossible to detect and debug payload errors.

Any error which occurs when decoding the payload JSON string should be logged.
