Those two actually hold different output, yes. One is more suitable for an action-based label, the other is more the "explanation" what a button does and adds to it.

So yes, currently this is intentional. What would your suggestion be, do you have a unified wording in mind that works for both scenarios?

Changing labels is always something that needs to be done with great care. It is part of screenshots, videos, and "muscle memory". So I would tend to keep the current wording in place, unless there is a really great improvement into making it much better in all cases and for everybody :-)
