IRRE field with minitems set shows all child fields as invalid

Description
When creating a new content element which contains a irre-field with minitems set, all child fields of the irre element will be marked with an error.
After adding enough child items to meet the requirements of the minitems the errors will disappear.
Tested with plain TYPO3 ^13.4.1 and content blocks, same behavior with plain TCA configurations.
