Description

& in e-mailed URLs frequently don't work. Though the URL maybe W3C compliant, if it doesn't work, clients complain and work doesn't get done. This modification just swaps the & replacements back with normal &.

This essentially resolves the complaints of direct mail subscriptions URLs in e-mails not working.

This is already fixed in the CVS version of 3.6.1 and will be fixed in 3.6.2.
