User Admin can't create new user

Description
This is a lacking feature that me and probably all Typo3 developers come across on an almost daily basis. There should be a "create new user" button in the User Admin menue because this is were you intuitively go, if you want to change or add a user and everytime you realize again you have to go back to the list menu, I think this would be an easily addable feature but would make work much easier with Typo3.

Please also add the backend groups to the user admin section, so it really is the place to edit all of these things.

One more thing that could improve general usability:
add some note that this section dedicated to BE-users. FE-users could be also available if relevant, but to work with that users you sould use other tools (web->page, web->list) at users storage folder.
Quite easy to add note, but could save some time for those newcomers who would search here for FE-users.

the attached patch implements an "add user" icon for the user admin module.
