Description

t3lib_modsettings::init() check for enabling DevLog with $TYPO3_CONF_VARS['SC_OPTIONS']['t3lib/class.t3lib_modSettings.php']['writeDevLog'] is not working on System with PHP-Option register_globals turned off.

This can simply fixed by adding

global $TYPO3_CONF_VARS;

in top of t3lib_modsettings::init().
