Description

unlike running TYPO3 on unix platforms, even if you have configured the diff_path with the install tool, the diff view is not generated.
this is due to the fact that the coressponding code lines are deactivated if TYPO3_OS=WIN.

the provided patch solves this, the screenshot show the diff view for a system running on windows.

like for unix systems, you need of course a win binary.
tested for TYPO3 3.6.0 and above.
