Description
The Web>Template module is not showing up after doing a clean install of Typo3 3.8.0RC1 and dummy-3.7.0. It is present in the 'available extensions to install' though.

This could be fixed by simply adding the extension to the config_default.php extList. But, was there a reason to remove it?

To me it is not clear why tstemplate* are not system extensions and why all of the system extensions are not used by default.
Maybe Kasper can put some light on this - I will ask him.

For the record:
Kasper has explained this now. It boils down to this: since the extension isn't a system extension it isn't distributed with the core. Thus it cannot be enabled by default, as this would trigger an error.
It is expected to have such extensions packaged with the dummy package (which should then probably renamed to something not as "dumb"). Whether this is the "last word" or not isn't clear yet.

This is now solved but only inside of the site packages. So if you start with one of dummysite, quickstart or testsite, then this is just fine now.
