Setting rootLevel=-1 in TCA is not considered properly with tceForms

Description

When TCE forms should display a form-element of type select, it adds a pid=0 if TCA[table][ctrl][rootLevel] is set, even though a value of -1 is supposed to be both in rootpage and normal pages.

The attached patch solves the problem.

TYPO3 Version too old.
The reported version is no longer maintained.

If this bug still persists in 4.0.1, please re-open it again and set the field "Product Version" to the corresponding version.
