Description

A value of "context" will make the table operations appear in the toolbar only when the focus is within a table.

This will make the toolbar height "wobble". Hard to tell if it is more annyoing than a static toolbar that's large.

I think it would be very annoying.

Maybe, when a value of "context" is specified, table operations would be shown only when there is at least one table in the content?
