SU mode does not work if server runs under Windows

Description
SU mode for switching users works ok if server runs under Linux but user stays the same (admin) if server runs under Windows. Normal user switching (non-SU) works properly in both environments.
I am running Apache 2 on both systems (Linux and Windows) and PHP 4.3.10
(issue imported from #M2098)

Hi Dmitry, is the problem when switching to the other user, or is the problem the switchback?

I used yesterday's CVS version. I usually update daily.
What I do is:
- go to "User management"
- click red SU icon near the non-admin user name
- BE reloads but everything still runs under the same admin user
- if I click "Logout" I exit from BE to login screen
I cannot verify it under other Windows system (do not have another one).

i use Windows XP Home with SP2 and it works fine..

Still does not work for me (Windows only) :( I will try to find time to trace it on my machine.
